I am using Exchange 2003

I just added a new folder in my contacts. When i am in webaccess, i click
on the "To" button and the only options i have are the global address book,
and contacts.

The "Show this folder as an email address book" is checked off in my regular
Outlook program.

Any ideas??

Normal. OWA is quite nice, but isn't anywhere as full featured as Outlook.
You might want to check out www.messageware.com for some add-ins for your
server.
