I have a user who has a distribution group set up to send press releases to
various newspapers all over the area. He is getting an error on three of
them saying: "you are not authorized to send to this address"; one of which
he sent an email to the webmaster at webmaster@theirdomain.com and received a
reply. When trying to send to bulletinboard@theirdomain.com(same server) he
gets the error. I am not that familiar with Outlook/Exchange and would like
to solicit help on where to begin resolving this problem. Thanks in advance

If the message is coming back from the destination server then their is
nothing that you can do on your end. Call the email administrator at the
remote end and ask to be added to the list of people that can send to the
account. It is unlikely it is your side that is blocking the email. But
again look at the error message and see which server is generating it.
