That depends. Clustering is memory intensive and really wants unfragmented
VM. Without it, it won't failover well.
I see two things you may want to consider.
1) Is this Enterprise Windows as well? If so, consider standard edition.
2) Why not just add the additional 2GB mem per node and be done with it?
That's a cheap price to pay compared to the rest of the costs. Think of it
as cheap insurance.
