I have implement imsext.dll on Exchange 5.5 Server. and it works for
inboundappend and inboundprepend, however, it doesn't work for
outboundappend and outboundprepend.

I appreciate for any comments or advices.

Take a look at this. . Did you double check the registry values you entered?
