I think its makes good sense. Here are some articles to help prevent
users logging on:

http://support.microsoft.com/kb/218920
"How to Prevent Logons During Move Mailbox"

http://support.microsoft.com/kb/328240
"How to put server-side restrictions on clients that are used to
access Exchange 2000 mailboxes"

http://support.microsoft.com/kb/291330
"Disabling Protocols in Exchange 2000"
