Have a customer who has about 200 Exchange 5.5 users. They are upgrading to
Exchange 2003. What they have determined is that only 30 of the 200 users
need the functionality of Exchange for calendars, collaboration etc.

The remaining 170 users just send and receive and would be fine with POP3
email.

The customer does not want to buy 200 CAL's. Can they simply purchase the 30
or so CAL's they need and enable the POP3 functionality of Exchange 2003?
OR.. does every user need a CAL?

Thanks in advance. I have been all Microsoft trying to get a concise answer
to this.

My understanding is that you need a license for each user, regardless of the
protocol they use. Call and ask a Microsoft licensing specialist to be sure,
though.
