The server you're trying to send to is rejecting the message. A network
trace would prove it. If the remote host subscribes to a Open Relay service
and your server is listed on that service, you will be rejected. Or if the
remote host is performing DNS Reverse Lookups and your Exchange Server
doesn't have a reverse lookup records (PTR), they could also be the reason.
I don't think the problem is with your server.

I have no filters set that referance this address domain name or IP
address.
I have talked to the addresses domain admin and he has no filters that
would be stopping my users from sending to them.
This error pops up about 30 seconds after sending the email, it appreas
that
what ever security rejecting the email is on my side
