Please help as I am still trying to understand Exchange 2003.

I am moving towards a single Win2k3 AD domain across two sites. Each site
would have its own backend Exchange 2003 server. In the head office the
recipient policies would be created and the routing groups. The SMTP
address is being shared across the two sites. Does the second server after
install automitcally get a copy of the recipient policies or do they have to
be installed manaully by myself.

The recipient policy is applied to every server in the organization so
long as the users on it match the policy being implemented.

You only need one RP.

One thing though, any reason for the Routing Group? You might not
actually need it.

Each office has its own internet connection with a vpn between the two
office, what is the best way to configure mail routing to ensure that users
in headquaters can send mail to persons outside of the ad domain and to
branch office. Also to allow branch office to send mail external to the AD
domain and also to send mail to headquater users.
