You need to find out which accounts have been delegated control. From ESM,
right-click on the Org and choose Delegate control. Once you click next,
you will see the accounts that have Exchange Full Administrator access.
There must be at least one. Exchange Full Administrator is the only account
by default that will be able to modify permissions.
Also, please don't be messing with permissions on the M drive (or
subfolders). That's one of the reasons it was removed in Exchange 2003. It
can cause big problems if you modify permissions directly on the M drive.
