We do our upgrades/new servers in the summertime (we are a school district).
We have a 2000 network with Exchange 2000. We are considering going to
Windows 2003 and Exchange 2003. Our thinking is going this way.
Upgrade our DC/GC to Windows 2003
Upgrade our Exchange 2000 to Exchange 2003
It is correct to upgrade the network first? If there is a time lag between
upgrading the network and upgrading Exchange, there should be no problem
running Exchange 2000 in a 2003 Windows network; correct?

There is no problem running Exchange 2000 in a 2003 network, as long as the
server that Exchange is running on is *not* Windows 2003.
Likewise, Exchange 2003 can run just fine in a Windows 2000 Active Directory
environment.
There is 1 major gotcha to be aware of. If you upgrade your DC's to 2003
first, you need to run adprep /forestprep from the Server 2003 CD. Prior to
doing this, I'd recommend to run Exchange 2003's forestprep. There are a
few other workarounds that you can also do, but if you aren't careful, you
can end up with some mangled AD atrributes. See the following KB article
