Chat is no longer a component in Exchange 2003.
822942 Considerations when you upgrade to Exchange Server 2003
http://support.microsoft.com/?id=822942
- The following components are not supported in Exchange
2003:
- Instant Messaging Service
Note The Instant Messaging Service has been replaced by Live
Communication Server. For more information about Live Communication
Server,
visit the following Microsoft Web site:
http://www.microsoft.com/office/livecomm/prodinfo/faq.mspx
- Exchange Chat Service
I hope this helps!

The entire component was dropped from Exchange 2003.
You would either need to keep an Exchange 2000 server in your Organization
or look into Third Party Chat Servers.
