I am logged in to an Exchange 2003 server using the Exchange Service account
and trying to use ExMerge but get an error opening the message store
(MSEMS). All the documentation says is to make sure you are logged in with
an account that has rights to the mailbox. If I am logged in as the Service
account, wouldn't I have the correct permissions? (this is running on
windows 2003 and just has a basic install with all the default options.)

I also read some docs that said I need "Send As" and "Receive As"
permissions at the information store level. The default permissions for the
service account, at the mailbox store level" is "Deny" for Send As and
Receive as and is inherited so I can't change the permisions without mucking
with the inheritance.

Can someone please help.

you have to enable the security tab on the Org in ESM :
