Question for workflow solution |

Hi All,
l would like to develop workflow solution for exchange server 2003,
what is the development tools? Becuase l search the MS web and
the result is workflow designer, but this tools only support Office XP,
no more for Office 2003.
Mail server : Exchange server 2003
Client : WinXP with Office 2003.
Which development l can use? Visual Studio . NET or another?
If that so , the development tool just install in to the client machine
(which for write program) or install into the exchange server as well?
