Good Day,
I am looking for a solution that will snap into Exchange 2003 that will
automatically generate a Bulk or junk email folder for an outlook user and
send the emails to theses folders. I also want the filters to be customizable
by the individual users. So is there a 3rd party solution that will snap into
Exchange 2003 and provide this functionality? I do not want to rely on the
Junk filtering through outlook 2003 as this is both tedious to the users and
is not very customizable.

If you don't want to spend anything then simply use the Exchange 2003
IMF which is downloadable and read through the instructions to set the
SCL up.
This works nicely with Outlook so that you rarely get any false
positives. I drop the entire contents of my USEARCHIVE folder on the
server into the PICKUP folder once a week and check to see what it
captured etc. Never seen a genuine message there that should have been
delivered.
