Windows Server 2003 Web Edition and OWA |

Can OWA (Exchange 2003 Organization) be installed on a machine running
Windows Server 2003 Web Edition? Is the setup going to have any differences
from using Windwos Server 2003 Standard?

Nope, no can do.
You can't install Exchange on Web Edition.

Since this will be a Front End server, does it have do be a domain controller?

No, there's no need in being a DC. In fact, Microsoft recommends not mixing
a DC and Exchange on the same machine. All you need is Windows 2003 Standard
Edition + Exchange 2003 Standard Edition (that's right, no need for
Enterprise Edition).
