How to delete an obsolete connection agreement?

When I run connection agreement wizard, it always errors out from could not
read the attribute of an obsolete connection agreement. Because the
connetion agreement did not complete successfully, I could not install
exchange 2003. Can someone help to delete obsolete connection agreement ?
If you have other way to work around this problem, can you share with me?
