My clients use Outlook express to download emails from Exchange server 2003.
Is there anyway to have a common address book without using 3rd party tool?

Yes, Active Directory can be used as an LDAP address book. (Note: The
definition called Active Directory that is in the Windows Address Book is
designed for computers joined to a domain. With slight modification, it can
be used by machines not joined to the domain.)
