Connectivity problem between two Exchange 2003 server in sam |

I installed second Exchange 2003 server into same Exchange organisation with
first server. Second server is on the different site and the different
administrative group.
I can send mail from second server to first one. But when I sent a mail from
first server to user which mailbox in second server I got error
You do not have permission to send to this recipient. For assistance,
contact your system administrator.

@yy.com addresses is configured as a primary address for all users in
Recipient policies/E-Mail Addresses (Policy). I haven't checked "This
Exchange Organization is resposinble for all mail delivery to this address"
check box because there are email systems which share the same SMTP address
space. The users have also @xxx.com email addresses which are authorative
addresses for Exchange.
I took telnet session to second server 25 port and tried to send email to
@yy.com addresses but got only "550 5.7.1 Unable to relay for test@yy.com".
I was able to send email to @xxx.com addresses by telnet.
How come I got "Unable to relay" errors when sending email to @yy.com
addresses into second Exchange server although there is Recipient policies
installed for @yy.com address space?
