I have used the code EXACTLY as displayed here

The GAL gets created and all the permissions get set fine. If I manually run
the RUS Recipient Update Serveris the outlook client reports an error saying

"The name could not be resolved. The name could not be matched to a name in
the address list"

If I open up the Exchange Manager and Right click the "All Global Address
List" and say refresh. Then go run the RUS the outlook user can now create
his outlook profile.
Steps so far

1. Create GAL ( fails to create profile )
2. Run Update ( fails to create profile )
3. Open Outlook ( fails to create profile )
4. Right Click "All Global Address List" and refresh ( fails to create
profile )
5. Run Update ( SUCCESS )

I have done multiple things to Diag this problem. I have read and tested
through the MSDN trouble shooting RUS.
I have made different scripts that poll and change the GAL I created.
I have done a search on the ALL Global Address list.

All with no success.
