I would like to set the default view on the Contacts folder to "Phone List".
It's currently defaulting to "Detailed Address Cards". I would also like to
move the columns around under the Phone List display. Is this controlled by
the util_View.js script?

Any help would be appreciated.

The View is controlled via the
http://schemas.microsoft.com/exchange/webclientlastusedview property on the
contacts folder. This is just a string property so if you wanted to set it
for all users you would need to write something that would set this property
to "Phone List" on each users contacts folder. (the default itself if the
property is not set I would guess comes outs of a DLL). The layout of the
columns is defined in the wmtemplates.dll so its quite difficult to change
you can try using one of the script files to hack the page via IE's document
model but this isn't probably going to be practical for what you trying to
do its more for making smaller changes and additions. There are some samples

How do I access the webclientlastusedview property? Is this something I can
change via CDO? Regarding changing the layout of the columns, it will
probably take me too long to figure out what to hack in the script files and
my unfamiliarity with JScript is anopther problem. I basically want to
customize a Public Contacts folder that I made accessible via OWA. Do you
know if this is something I can accomplish using SharePoint Services?

If its a public folder then its a little different in a users mailbox the
last view is always remembered in a public folder there is no facility that
exists for it to be remembered. What you might want to do is look at using
an Exchange Web Form you could create you own custom form and view register
that form as the default form on that folder and this should be able to do
what your trying to do. Have a look at the simplelist app in the Exchange
SDK for a sample
