I'm using a cable company to connect to the net,
and they tell me that they are unable to provide a static ip for my internet
connection.
What options do I have to be able to get exchange running at my home over my
internal network, using our cable connection to send & retrieve e mail

Sending is the easy part. Configure the "send all mail to xxx" box
with the IP address of the ISP SMTP relay. This address will be in
your ISP guide.
Receiving is slightly more involved. You will need to lodge your
domain with one of the dynamic folks such as dyndns.org. That will
enable your cable modem to advise the provider of any address updates
and for potentially inbound traffic to find the right address and send
to you. All that might come to naught if your ISP is blocking TCP25 on
portions of the network (and loads do)
You might end up being better off using a POP3 connector such as
POPCON or PopBeamer. It's not something i'd suggest as a decent
solution in the office but my home lab and domain use a connector from
a London based ISP to grab mail.
