Login problem with new accounts only, POP3 and OWA |

I have Exch2003 on Windows Server 2003.
I create new accounts and I can't log into them, existing accounts work fine.
I have tried TELNET to the server and tried logging in with USER and PASS
and it says unknown user or bad password.
I have tried using Outlook and OWA and they both just keep prompting for
username password.
on the server I have the pop3 connector loggin turned up to max and in the
event log I see the error messages, they read Authentication attempt from
xxx.xxx.xxx.xxx to (user) has failed with the error 0x52e.
I searched for the error and found the user domain\user\alias for the login,
tried that, it doesn't work. Search also said make sure exchange alias and
pre windows 2000 name are the same, I checked and they are.
I am stuck now, any help would be appreciated.

Additional Info just found,
When I look at the properties for an account that works and an account that
does not work I see under the Exchange Advanced tab (Active Dir users groups)
I click on a button Mailbox Rights, the lists are not the same, the working
account has a bunch like 6 or more, on the account that does not work it only
shows one item 'self'. So it looks like when I create a new account something
is not completing...????
