So far I have configured the 2003 Cluster with 2 nodes.
I've ran Forest then Domain prep now I have just installed MSDTC as a
Cluster Resource. Is the next step to install WINs as a resource?

I've found a paper on Exchange 2000 cluster setup and it doesn't mention this.

So 2 questions...
1. Is WINs the next step.
2. Are the steps for Exchange 2003 Cluster Setup documented anywhere?

No. Not unless you want to run WINS on a cluster and have it be the WINS
service provider.

I doubt that you want to do that.

I highly recommend this web cast
http://support.microsoft.com/default.aspx?kbid=823894

I also recommend taht you review this check list
http://www.microsoft.com/downloads/details.aspx?familyid=0e9b809d-2a7a-4adf-9fde-897210a461db&displaylang=en

Finally, you will want to review the HA guide for Exchange here
