We have a user who wants emails that he sends to show up in other users
mailboxes in a different colour. Is this possible with exchange/outlook?

Has anyone been able to set this up previously?

You could do this in Outlook probably. You'll certainly need to ask
this in an Outlook group where there are more client side experts.

Yes, Outlook can do this. Tools->Organize. It is, however, a client side
setting. And there are no GPOs to do this.
