I have POP enabled on my Exchange server for a dial-up client. When my client
connects, they receive the mail but it is still retained on the server. Each
time they recconect, they have the same messages download. How can I have the
mail removed from Exchange once the client has connected and downloaded the
messages?

This is up to the mail client - unless they tick the box for 'leave a copy
of messages on server' mail *will* be removed when it's downloaded. So it
sounds like the mail isn't being fully downloaded, and the mail client
hasn't sent the 'all clear' message to the server - how many items in the
inbox, how big is it, and are there a lot of attachments? Could be a bad
connection, too slow, whatnot. Regardless, you can't really control it from
the server.
