Assuming you mean that there is no exchange setup at the moment. No
After you install Exchange you will have to create the mail stores and
then add mailboxes for each user. For 3000 users you will need to
think about all sorts of issues like backup design.
You are not in the right group for this question. Try
microsoft.public.exchange.setup maybe
