Front end does not connect to some back end servers

I have a Front-end server which allows me to log into an account on a
back-end server on the same site but does not allow me to connect to an
account on a different site. I can RDP into the Front end server and manually
connect to the backend server on the other site

Help Please

should have also said

Exchange Server 2003 running on Windows 2003 Standard. All current SPs are
installed.

Error i get is HTTP/1.1 503 Service Unavailable
