Max mailbox size, Cached Exchange and Outlook 2003

We have Exchange 2003 servers that have all user's mailbox sizes set to a max
30MB. At this level they will not receive anymore messages. When Cached
Exchange Mode is ticked for the exchange account in Outlook 2003, Users will
not get any message from the Exchange server to say the message will not be
sent.

Turning Cached Exchange Mode OFF for the Outlook 2003 client, and then
sending a message from a mailbox that has exceeded the 30MB mailbox limit -
brings up the Mailbox Cleanup tool within Outlook 2003.

My question is this - Is cached Exchange mode really worth having and is
there a way to have Cached Exchange mode on and still get the same Mailbox
Cleanup come up for Cached Exchange Mode once people have exceeded Mailbox
limits?

I have to say that 30MB sounds *awfully* small to me. What's the reason for
such a tiny mailbox quota?

The reason for this is that we have about 1500 users on 2 corporate exchange
servers. The 30MB limit is due to space considerations and used to be 20MB a
couple of years ago. With the introduction of larger email boxes, people will
only keep adding to the email box and not clearing out email messages.

I understand the purpose of quotas, but I'm wondering if you perhaps need
more servers/disk space. I don't know what your business needs are as far as
e-mail retention, but I'd be concerned that with such a low quota, users
would be storing stuff in PST files, which I don't like.

That said, do they ever get the notification at all? I use cached mode at
most of my clients' offices and they do get the messages.
