Here you go:
1. Installl Exchange 2003 on new server, simply follow the Exchange
Deployment Tool to install additional Exchange 2003 Server.
2. Apply latest Service Packs to OS and Exchange.
3. Use ADUC to Move Mailboxes, you can highlight as many users as you like
and then select Exchange Task and Move Mailbox. Suggest doing this after
hours. Since you are moving Mailboxes this will preverve Single Instance
Storage (SIS).
4. Follow the link provided to remove your First Exchange 2003 Server,
http://support.microsoft.com/kb/822931/
5. Update your Firewall SMTP Rules to insure all outbound/inbound SMTP
points to internal IP of your new Exchange Server.
