Domino error The ID file is locked by another process |

Please help to solve the problem.
I'm creating application that gets data from Lotus Notes database.

on the step session.Initialize() I get this error:
"The ID file is locked by another process. Try Again later"
Could not find anything that could hold the id file.
Rebooting computer helps, but if I send this application to the
production I will not be able to restart the server whenever I need .
So please either point on the steps that I need to do to avoid this
error or how to check and handle this situation without restarting the
machine.
