OWA SMIME controls |

Somewhere along the lines we lost the ability to download the smime controls for OWA. We are running SP 2 clients and Exchange 2003 SP1, but have run the fix here: http://support.microsoft.com/?id=883543
and it did not help.
(Actually, it got rid of a script error but did not solve the problem).
I built an XP SP 1 machine to test and the same thing happens, so it's not related to the above KB article.
When you go to the 'options' page in OWA and click the 'download' button, nothing happens at all. No errors on client or server.
Does anybody have any suggestions? Maybe iis permissions but everything else is working...
Any thoughts are appreciated.
