Two exchange 2003 one non-exchange same domain |

I have one exchange 2003 and one non-exchange. They are sharing the same smtp
domain name space. I did exactly as article:

Everything was working fine until I added another exchange 2003 to the same
domain. Now the users cannot email only between the two exchange servers.
They can send to other users on the same exchange, can send outside, and can
receive email from outside.
I added the second exchange to the same connector under Local bridgeheads,
but still not working. What do I missing? Thanks
