I have small business server 2003 with exchange 2003

The public folder is possibly the most exciting feature in the whole product.

However, after some trial attempts to use it, I'm finding a bizarre issue.
Items placed in the public folders are mysteriously dissappearing.

I have considered that users are deleting the items. However, I have good
reason to believe that this is not the case at all. I just changed user
privileges so that the users can't delete and will try again.

Can anyone give me other things to check as to why this might be happening?
Any ideas or advice is welcome, please feel free to comment.

Check age limits on the folder.
