Cannot Open Microsoft Office Outlook |

I have a client that cannot connect to the exchange server using Outlook. He
can use OWA.
The messages he gets are as follows, "Cannot open Microsoft Office Outlook.
Unable to open the Outlook window. The set of folders cannot be opened",
"Unable to open your default e-mail folders. The Microsoft Exchange server
is unavailable. Either there are network problems or the MS Exchange server
is down for maintenance".
I can ping the Exchange server from his machine without any failures.
I have replaced his PC, I have deleted his profile from AD and Exchange,
then I recreated it and restored it. The only times he is able to connect is
if I restart the Exchange server or recreate his account, and he can only
open it one time and then he gets the same messages. Can anyone shed some
light on this issue?
