Exchange 2003 OWA Not Loading

When attempting to log into OWA during afterhours around 7:00PM EST, OWA
hangs on the loading screen and never appears. This seems to happen
intermittently but frequently enough to raise eyebrows. There are no other
processes other than the norm running and backups are scheduled much later in
the night.

We have looked at KB article #280823 and didn't resolve the issue.
