Updating Exchange 2003 manager

I need to update Exchange 2003 Manager to SP1 installed on a server that does
not have Exchange 2003 installed. The SP1 installation wizard will not allow
me to do this citing that Exchange is not installed.

How can I install SP1 under these circumstances?

It should indeed be letting you do this. Getting any meaningful
message or just a petulant "no" ?
