I have an Exchange 2000 server on an older box that I want to move to a new
box. I am looking for the best method to do this.

The way that I see it is that there are 2 methods, a disaster recovery of
the old box onto the new hardware and a second server install. I know the
pros and cons of both.

I want to know what other people have done and what other would recommend
that I do. I have read that some suggest using the 2 server method and then
remove the old server. It has also been recommended that I do the disaster
recovery since there would be no AD changes that need to be made.

My hangup with the disaster recovery is that I have never done one and I do
not know how to test my backup to see if it is good. I have wasted a week
trying to figure this out.

I would just install another exchange server into your Org and the same
routing group.

From there its a simple mailbox move and PF/System Folder replication.

You may even give it some thought to upgrading to 2003.
