relay access denied on CC BC |

Running exchange 6.6 on w2003 ent server.
We run terminal server. Symantec corp anti virus
clients run Outlook 2003 exchange client
We have an inconsistent error. Often (at least once a week) when emails are
sent by a user and it is CC or BC the primary addressee receives the email
but any CC or BC receives an 554 Relay Access Denied. Thsi exchange has been
up and running for 18 months, the issue began about 3 month ago, log show no
changes to exchange configuration at that time. This is the only access
denied issue we receive. Have run through everything we can find on MSFT and
google to find similar situation.
