I am looking for a detailed explanation of the anonymous and default
permissions for exchange 2003 public folders. Can someone point me to a
white paper, url, or something? Thanks.

There's not a lot to it.

Default = Authenticated Users. I.e., anyone with credentials.
Anonymous = connections with no credentials. I.e., no authentication.
