If clients are XP SP2, check kba 883543 and apply the hotfix.
Pe-XP SP2 clients: reinstall the S/MIME control from OWA - options.

It seems that my users whom use OWA to send email always seem to send
along an "?" question mark at the beginning of their email messages. I am
trying to find out why that is happening and how to go about eliminating
