We are running Outlook 2003 / Exchange 2003 in online mode. When a
user chooses the "Do Not Deliver Before" option and hits send, the
email waits in the Outbox until the user gets back and logs into
Outlook.

There is an Exchange account and a Voicemail MAPI account in each
user's profile. Other posts seem to suggest having the second account
means that Outlook 2003 is not forwarding delayed send emails to the
Exchange server. We ran Outlook 2000 \ Exchange 5.5 with no problems
caused by the two accounts.

I would like to find a workaround that enables this feature again.
Requiring that the Outlook client is running would seem to defeat the
purpose of having a delayed send option when users are away.
