Delegate Exchange Mailbox administration via OU |

I have an OU structure set up by department. I have delegated full rights to
the Administrators of each of the departments to the OU for which they are
responsible. Within each OU is a set of users, of course, who each have a
mailbox on an Exchange 2003 system. Despite having delegated the OU to the
admins, they are unable to modify the Exchange settings for the users in
their OU.
To go further I have trusted users in another forest that have been added to
a local group that again has been designated as the Admin for an OU. Not
only are they not able to modify Exchange properties, but when they go into
the Mailbox Rights section, they receive an error 80070203, Unable to find
object. Through testing, it appears that this is permissions related.
However, I am unable to find an artical that describes a method for applying
permissions to allow admins to only affect the Exchange settings for the
folks within their OU.
