Help on Exchange WebDav get free+busy information of an user |

Hi,
i am using third party libarary to get free busy information of an user using WebDav from Exchange server 2003. This is a new installation of Exchange server. I used OWA to create create appointments having busy status. When a tried to get free busy status of an user i getting user is free. It seems that somehow the free+busy information is not replicated in the public folder.
i have not done any setting to publish free+busy information in public folder. All Exchange server settings are default. Do i need to make any setting to publish free+busy information in public folder. No outlook client is configured for any of mail account. All appointments are done through OWA.
