Exchange is behind NAT firewall - private IP 192.168.7.2

when trying to telnet from client PC it works IP - 192.168.7.14

when trying to telnet to router it doesnt - 192.168.7.254
port 25 is forwarded to 192.168.7.2

port 80 works on this machine through this router so dont know why 25 doesnt, any ideas?!
