Send o not Send to external mail servers Exchange 2003 |

I want to control that users of my mail server( Exchange 2003 ) can or not to
send post office on the outside, that is to say, that certain users only
could send post office to internal accounts and others also to external
accounts. I have proved what Microsoft says:
In the Manager of Exchange inside:
SERVERS -> PROTOCOLS -> SMTP -> VIRTUAL SERVER SMTP
To accede to properties and inside of these:
access -> restrictions of the retransmisión -> users
To refuse the permission of sending and retransfmision to the user or group.
But it does not work, someone might indicate me that I do badly?

I think you're trying to prevent some users from sending external email,
right?
