How can I import email from Outlook Express for a user that only uses the
Exchange 2003 Web Client?

You cant. You would need to use the stand alone Outlook Client to import the
mail, etc from OE, then the user could see it on OWA.
But you cannot use OWA to directly import from OE.

In addition to Martin's reply - even with Outlook (not OWA) it is much
better to export from OE rather than import from OE into Outlook.

In Outlook Express, you can export the mail and addresses to Outlook, do
that, then locate the outlook.pst file, then import that file in Exchange
using microsoft's exmerge.exe tool. I've done it, it's actually very easy
to do, once you figured out the options in exmerge.exe
