Is it OK to run forestprep and domainprep while the network is being used,
people logging on etc.

It ought to be OK for both but understand what both do before finally
deciding.
The forestprep extends the schema so you might not want the extra
traffic that the schema extension will generate between DCs accross
WAN links.
The domainprep adds groups to AD so ought to be OK unless you are
installing Exchange servers in remote locations before you give the AD
a chance to replicate.
