How do I set up the Exchange Server and the Outlook Clients |

I thought I did the setup correctly, but I still cannot connect. If I VPN
Into my SBS 2003 server, and start the Outlook client, everything works
fine. I still want to be able to use Outlook through RPC over HTTP. Any
assistance would be greatly appreciated.

Have you see the following Knowledge Base article:
How to configure RPC over HTTP on a single server in Exchange Server 2003

Also, you might have a look at:
Exchange Server 2003 RPC over HTTP Deployment Scenarios
http://www.microsoft.com/technet/prodtechnol/exchange/2003/library/ex2k3rpc.mspx
