Exchange suddendly stop sending/receiving email. when I go to look in the
queues, the amount of mail in localhosts keep get higher, but nothing is
going in or out. I have about 10 or so Internet Mail SMTP connectors just
stitting there, some are active then go to retry, but most are in retry.

it seems it is stuck on a message, how do you tell which one is casuing the
problem

If in Exchange Standard edition, if the Mailbox store has reached it
maximum, does it stop send receive of messages.

I'm having the exact same problem. In addition, however, my users can not
receive email from outside the Exchange Server's domain. They can email back
and forth from within the domain just find, but nothing comes in or out of
the domain.

What to do?!
