Exchange 2003 SMTP Slowness |

We have just upgraded all our offices to AD and Exchange 2003 and it is
working well, accept for 1 office. Our Mexico office has a 256K line
back to our corporate office in the states, before the upgrade from 5.5
to 2003 they never complained once about slowness in message delivery
to the corporate office.
They have stated that under 5.5 it would take less than an hour to
transfer their daily updates, anywhere from 1-8 Meg of data, to the
corporate office. Since the upgrade it now takes 2-3 hours to transfer
the same amount of data. In 5.5 we used the IMS to connect them to
corporate. In 2003 we used a Routing Group connector to do it. They
are both using SMTP so I'm having trouble understanding why they are
getting such a slow down in message transfers.
Can anyone point me to where I can look for help resolving this issue?
